Zhejiang University City College (ZUCC), approved by China Ministry of Education and Zhejiang Provincial People’s Government, was jointly founded by Hangzhou Municipal People’s Government and Zhejiang University, and co-sponsored with Zhejiang Post and Telecommunication Bureau in July 1999. Being an independent college of Zhejiang University, it offers full-time undergraduate programs. Zhejiang University City College is the first independent college established by the famous key university in China, and is set as an example of independent college by China Ministry of Education.
　　The college is located in Hangzhou city proper with a programmed land use for campus and boasts over 350 thousand square meters of completely new school buildings. Students enjoy first-class school conditions, a graceful campus environment and complete facilities. The 3rd-phase project, currently underway, will be completed in 2005.
　　Supported by Zhejiang University’s Learning Foundation branch, the college has established majors and specializations in accordance with the changing demands of social and economic development, as well as the latest trends in science and technology. ZUCC now has 33 undergraduate majors, overseen by 7 subordinate schools and 1 department: the School of Computers & Computing Science, the School of Information & Electrical Engineering, the School of Life Science, the School of Engineering, the School of Foreign Languages, the School of Business, the School of Media Studies & Humanities, and the Department of Law.
　　Currently, the college enrolls students from within and beyond Zhejiang province. So far, we have an enrollment of more than 10800 full-time undergraduates. Since 2003 we begin to recruit full-time post-graduates and international students. The graduates are awarded a Zhejiang University City College Diploma, printed by the China Ministry of Education, and also a Zhejiang University Bachelor degree, after review by the Zhejiang University's Degree Committee.
　　 Zhejiang University is in charge of the teaching and management of this college. The teachers and management personnel of the college are selected from those of Zhejiang University. 33% of the teaching staff have the professors or associate professor qualifications, and almost 60% hold master degrees. Faculty and staff are chosen according to the college’s objective of "building up a high-quality faculty team with full-time and part-time assignments—distributed according to a rational system—which adapts to the college’s developmental requirements.” The college implements new administrative and operational systems and employs full-time teachers and staff in the system, strengthening post appointments with performance-based salary increases.
　　ZUCC highly values curriculum development and scientific research. There are 4 key subjects from Hangzhou Municipal Authority: Computer Application Technique, Pharmacology, International Trade and Business Administration. There are 3 college support subjects: Journalism, Communication and Information Systems, Machine Design and Manufacturing and their Automation. And there are also 16 research centers.

Consequently, is eligible to provide Hangzhou city, even Zhejiang province with high-quality applicable creative graduates for the social and ecomomic development and develop itself into a first-rate local comprehensive college with a capacity of 10000 full-time undergraduate students, which can meet the needs of economic globalization and modernized city development, and has the comparable high school-running level, modernized teaching facilities and distinctive features as well.
